Black Sea GOOS
Program Overview

The Black Sea GOOS is a local Association formed by the Black Sea riparian countries in order to foster Operational Oceanography in the region and set up links with other regional and global organizations. Black Sea GOOS activities is designed to foster operational oceanography in the Black Sea basin, to collaborate with and to maximize the benefits from the existing activities of the EuroGOOS and the Med-GOOS, promoting the integration of these activities within the framework of the GOOS.

Program Management

The Co-operative Marine Science Programme for the Black Sea (CoMSBlack) (1991) was the first multinational program implemented in the Black Sea. It was recognized and supported by the Intergovernmental Oceanographic Commission (IOC) and UNESCO. The participating countries in CoMSBlack were Bulgaria, Romania, Ukraine, the Russian Federation, Turkey and the USA. 

The IOC Black Sea Regional Committee (BSRC) was established in 1995.  Two Pilot Projects "The Assessment of Sediment Fluxes in the Black Sea" and "The Black Sea GOOS" were developed during the first session.

The Black Sea GOOS Project was establised during the Second Session of the IOC BSRC (May 4-6, 1999) in Istanbul Turkey.

The Black Sea GOOS Ad Hoc Steering Committee is the body which was appointed by the Black Sea GOOS Workshop in Poti (Georgia) in May 2001. Each Black Sea country is represented by one member in the Ad Hoc Steering Committee. These members were designated by the country delegation at the Poti workshop. The IOC Black Sea Regional Committee chairperson is also the chairperson of the Ad Hoc Steering Committee.

The Black Sea GOOS Strategic Action and Implementation Plan (2002-2007) was approved by all the Black Sea Member States at the Black Seea GOOS Steering Committee meeting (October 16, 2002 - Ankara, Turkey)

The Black Sea GOOS Steering Committee met September 27, 2007, in Bulchik, Bulgaria, and discussed the preliminary results of the realization of the Black Sea GOOS Strategic Action and Implementation Plan (2002-2007) and extended it until the end of 2009. Aims and Objectives

  • To contribute to international planning and implementation of the GOOS and to promote it at national, regional and global level.
  • To identify regional priorities for operational oceanography.
  • To develop capacity of the regional countries and promote the level to sustain GOOS activities.
  • To provide high quality data and time series, for a better understanding of, the Black Sea ecosystem. 
  • To assess the economic and social benefits achieved by operational oceanography.

Members

The Black Sea GOOS Members are the national funding organisations (authorities, agencies, institutes) willing to advance the GOOS in their country and actively contribute to its extension in the Black Sea. The Black Sea GOOS Members will participate in the activities listed in the MoU.
